Photographer, Freelance Photographer
Frank is a freelance photojournalist, specializing in news and features on the central coast of California. He shoots for local clients, including Lee Enterprises, owner of several local newspapers, and Noozhawk, a Santa Barbara based online news outlet. He is a member of the Press Photographers Association of Greater Los Angeles and the National Press Photographers Association.
Frank formed his own training company in 2002 after two decades with the California Specialized Training Institute (CSTI) in San Luis Obispo, California. At CSTI he specialized in Crisis Communications and developed several highly-rated and sought-after programs dealing with the media and emergency information, as well as day-to-day media relations. A veteran of 21 years of radio and television broadcasting, Frank worked with Armed Forces Radio/TV and the Voice of America. He worked as a field reporter, bureau chief, videographer, producer, anchor, assignment editor and news director at local television and radio stations throughout Wyoming, Texas, and California.
He was a police officer for three years in San Luis Obispo, California.
Cowan is past president of the California Association of Public Information Officers (CAPIO) and a member of Southern California Emergency Public Information Officers Association (SCEPIOA). He served on the board of directors for Continuing Education for Public Officials (CEPO).
